DR. PHILIP HART
Dr. Hart has been involved with biomedical planning and development for nearly thirty (30) years. The bulk of this experience has been with biotechnology development within an urban context. Dr. Hart was Master Developer of the 75-acre CrossTownIndustrial Park (CTIP) in Boston’s inner-city Roxbury neighborhood with the Community Development Corporation of Boston, Inc. Dr. Hart was developer/project manager for the biotechnology facility that opened within this inner-city industrial park in 1989.
The biotech facility Dr. Hart developed with Boston University School of Medicine as anchor tenant that opened in 1989 included labs and offices for university researchers and commercial firms, a biotech business incubator, and teaching labs for middle school and high school students and teachers. This CityLab program provides a pipeline for the biotech industry and includes a mobile lab. This biotech facility has evolved into BioSquarethe city of Boston’s premiere biotech business park. BioSquareincludes over one million square feet of labs and offices for university and commercial research and development, a tech transfer office, and one of the four National Emerging Infectious Disease Laboratories in the United States.
Dr. Hart was a member of the LA Biosciences Coalition that was commissioned by LA County to create a plan to expand the biosciences industry cluster in the region. This plan was approved by the LA County board of supervisors in 2016 and is now being implemented by a newly created public agency BioSciencesLA(BioLA). This plan identifies up to nine potential biotech hubs in LA County. Dr. Hart developed a Hub Readiness Index (HRI) to measure how feasible is it for a hub to become viable and what stepsare necessary to achieve success. This biotech hub development strategy is predicated upon Dr. Hart’s work in inner city Boston which LA County hopes to duplicate. A similar strategy is the focus of the BioMed Development Group, LLC with the proposed MurriettaBioMed Research Park.

His ability to bring institutional capital is a value added to the BioMed Development team, along with his over 30 years of development and construction management.
Mr. Thomas entered the BioMed space because of his knowledge of the need for new multi facility campus’ throughout California, as well as his desire to invest in projects that will affect change in the community. This was over twelve years ago when he began his partnership with Dr. Phil Hart on the USC/LA County Biomed campus development Request for proposals.
Mr. Thomas believes the sound fiscal investments can be made in the inner city & underserved communities and even suburban markets can be combined with education, medicine, technology and job creation. The proposed BioMed campus in Los Angles is an excellent opportunity for banks, pension funds, and insurance companies to begin to reinvest into a needy community through a BioMed Fund and/or directly into the project as a direct investment.
